Juncker used his short window of opportunity at the start of the year to
broker a reform of the EU's much-violated budget deficit rules to make
the borrowing limits more flexible as demanded by deficit sinners Germany,
France and high-debt Italy.

But he has held off from proposing figures for the 2007-2013 EU budget
until after the Dutch vote on June 1, the last of a string of polls on
which the bloc's future may hinge.
