The answer to that question is rather easy. That's Rummyboy.
Restraint may impress people it will, however, not get you the cookiejar in
the short term.
Rummy got the cookiejar, and made sure that HE never was in the area where
the bombs fell, and the shooting took place...
They are and will remain for the foreseeable future the meanest mother in
the valley, that protected their interests. Morals be damned...
