BRUSSEL - "We hebben géén plan B!" Voorzitter Barroso van de Europese
Commissie zegt het, Europarlementsvoorzitter Pöttering zegt het.
Diplomaten uit alle hoeken van Europa herhalen het tegen wie het maar
wil horen: er ligt geen alternatief plan in de la als de Ieren morgen
het Verdrag van Lissabon afwijzen.

"Een plan B suggereert dat we rekening houden met een 'nee', en dat
zou een verkeerd signaal afgeven", zegt Pöttering. Het lijkt op
fluiten in het donker. Want in werkelijkheid beeft Brussel van angst
voor een Ierse afwijzing.

De paniek was vorige week duidelijk voelbaar toen de krant The Irish
Times een opiniepeiling publiceerde waaruit bleek dat - in afwijking
van alle eerdere enquêtes - de Ieren nu in meerderheid tegen het
Europese hervormingsverdrag zijn.

Het Ierse 'ja'-kamp gedraagt zich intussen zoals de Nederlandse
regering in de aanloop naar het referendum over de Europese grondwet
in 2005. De Ierse minister voor Europese zaken Dick Roche hield zijn
kiezers voor dat Ierland een 'paria' in Europa zal worden als zij
tegen stemmen.

De Franse minister van Buitenlandse Zaken Bertrand Kouchner zei dat de
Ieren zelf het grootste slachtoffer zullen worden. Maar dreigen met
hel en verdoemenis werkte niet in Nederland en Frankrijk. Waarom zou
het in Ierland wel werken? Bovendien zal het rampscenario zich bij een
'nee' niet zozeer in Ierland dan wel in de EU zelf voltrekken.

Door het Franse en Nederlandse nee verloor de EU twee jaar aan
onderhandelingen, die uitmondden in het Verdrag van Lissabon, een
document van 400 pagina's waarvan de inhoud door weinigen goed is uit
te leggen is.

Uit vrees voor de Ieren, staat het wetgevende werk in Brussel al
maanden op een laag pitje. Belangrijke hervormingsvoorstellen, onder
meer over de EU-begroting, bleven in de la omdat ze nu te
controversieel zouden zijn. Europarlementariërs klagen openlijk dat
zij te weinig te doen hebben. 'Pas ná het referendum', is een
gevleugelde uitdrukking geworden.

De Eerste Kamer in Nederland wil het Verdrag van Lissabon, nog voor de
zomer afhandelen. De senatoren zijn van plan het verdrag op 8 juli, de
laatste dag voor het zomerreces, te behandelen en er direct over te
stemmen. Na de stemming wordt het besluit geplaatst in het Staatsblad
en is het verdrag officieel geratificeerd.

Wordt (utopia) Europa(/Europeisme) de volgende D66 fabel, of het
keerpunt richting echte democratische besluitvorming(en)?

Wat dient D66 te wijzigen om dat mogelijke te maken, of blijft ook D66
paternalistisch?
