Beste lijsters,

Van Breemen is lid van een groep voormalige Stafchefs der Krijgsmachten
van Nederland, Frankrijk, Engeland en de VS die, in een wereld waar
atoom-macht Pakistan zou kunnen bezwijken voor islamistische (dus NIET:
islamitische, maar door een politiek soort Islam gemotiveerde)
volksmassa's, de oude belofte uit het Non Proliferatie Verdrag dat de
klassieke atoomm-machten zouden ontwapenen, nu eindelijk na te komen.
  Over dit initiatief van voormalige NAVO-bonzen heeft Ko Colijn
geschreven in zijn weblog op de website van Vrij Nederland; dat lijkt me
een deskundig beoordelaar van dit soort zaken. Bij dat weblog is ook een
doorklik naar de notitie van Van Breemen (die zit zie ik ook bij het nog
niet volledig op Wikipedia-kwaliteit wiki-item). Uit het mail-adres van
de Nota blijkt dat het een uitgave is van het Center for Strategic &
International Studies(CSIS), een gezaghebbende denktank uit Washington,
met banden met Georgetown University.
  De optie van de "first strike" is een uiterste remedie (dat was het in
de Koude Oorlog tot 1991 ook); het verder ontwapenen/afbouwen van de
kernarsenalen van de "klassieke" kernmachten lijkt mij een eerder in
aanmerking komende beleidslijn. 
  Zoals uit deze reactie blijkt, zijn we bij de fractie op de hoogte van
deze notitie; volgens mij staat ze ook op de agenda van het D66 Platform
Internationale Veiligheid & Defensie.

Maar hoe dan ook bedankt voor het inseinen; we volgen wat deze lijst
suggereert op de voet. Als het niet te hemelfietserig (verborgen
symboliek in partijlogo LibDems of gebruik van de paus-kleuren Geel en
Wit...) wordt, kunnen we er best wat mee.

Military chiefs in five Western countries have called for Nato to accept
the need for pre-emptive nuclear strikes against any would-be nuclear
power.
Eyebrows were raised when a report calling for a change in NATO's
organisation and methods was jointly drafted by General John
Shalikashvili, General Klaus Naumann, General Henk van den Breemen,
Admiral Jacques Lanxade and Lord Inge.
According to 'The Guardian' newspaper, the five echoed the views of
senior NATO officials, who cannot speak out themselves.
The report called for a "grand strategy" and claimed that "a
first-strike" nuclear option remains an "indispensable instrument" as
there is "no realistic prospect of a nuclear-free world".
"The first use of nuclear weapons must remain in the quiver of
escalation as the ultimate instrument to prevent the use of weapons of
mass destruction," they wrote. Particularly drastic is their demand for
a directorate and an end to consensus decision-taking in favour of
majority voting. The military chiefs complain of EU "obstruction" and
rivalry with NATO and call for the right for the alliance to act
militarily without the consent of the United Nations Security Council
when "immediate action is needed to protect large numbers of human
beings".
The report has been virulently attacked by former Reagan Assistant
Treasury Secretary Paul Craig Roberts. "The West must nuke other
countries in order to prevent the use of weapons of mass destruction! In
Westernspeak, the West nuking other countries does not qualify as the
use of weapons of mass destruction," he commented.
The recommendations reflect a growing fear in Nato circles that the war
in Afghanistan is unwinnable and that the alliance's credibility is at
stake and must be bolstered by drastic changes in its organisation and
military policy.
It is unlikely that five such prominent military figures would speak out
unless they reflected the views of their governments.
