Following the 10 January Commission’s Energy Package and the European 
Council’s endorsement of the Commission strategy, all eyes turn to 
implementation of the ambitious EU objectives for 2020: reducing EU 
Greenhouse gas emissions by 30%, conditional to a global agreement on 
climate change or 20% unilaterally, achieving a 20% share of renewables 
in the overall energy mix, 10% of biofuels (5% in 2010), reducing 
primary energy consumption by 20% and operate 12 power plants ready 
operating with carbon capture and storage technologies in 2015.

The development, demonstration and diffusion of energy technologies will 
be crucial to achieve EU energy and climate change objective to improve 
security of supply, reduce greenhouse gas emissions and improve 
competitiveness. However, this “industrial revolution” will only happen 
if the EU succeeds in putting into place the necessary policies to 
promote this industrial transformation, taking into account the global 
geo-strategic, environmental and economic context. This joint conference 
by the Brussels-based thinktank Centre for European Policy Studies 
(CEPS) and Epsilon will take stock of existing EU approaches and 
policies, assess the potential of a number of technology options and ask 
whether the EU is on track to achieving its triple energy policy objectives.
