Zoals tijdens Paars al gewaarschuwd werd,

Zit het grootste dubbele effect in de toen grotendeels gratis en
teruggegeven pensioenpremies. De beursballon verjubeld. De
belastingmeevallers door toen veel lagere (aftrekbare) pensioenpremies
gestoken in tunnels onder gras en dergelijke.

Nu moeten de pensioenpremies versneld bijbetaald worden, tegenover die harde
regels staan geen regels tegen verjubeleing tijdens beursbubbels. De absurd
hogere (aftrekbare) pensioenpremies zorgen voor fiks lagere
belastingopbrengsten die werkenden via omwegen, bezuiniginen of andere
hogere premies en belastingen weer bijbetalen, om het financieringstekort
niet verder te laten exploderen.

Het structurele begrotingstekort had toen beleidsmatig herberekend moeten
worden rekening houdend met alle tijdelijke effecten van de kunstmatig
verlaagde pensioenpremies op basis van de conjuncturele beursuitschieters.
De regels voor pensioenfondsen moeten rekening gaan houden met
beursschommelingen.
