    Internet consumers are facing an increasingly hostile environment.
Faced by online profiling companies that seek to know about their online
surfing habits and websites that change their privacy policies at will,
consumers are increasingly left to their own devices in protecting their

above, have a role to play but will only have significant impact once
legal standards become effective.

It should build on the legal framework for privacy protection,
