Op 6 juli stemde het Jugoslavische parlement voor een grondwetswijziging.
Die geeft Milosevich de mogelijkheid opnieuw zich voor 2 termijnen van 4
jaar kandidaat te stellen. Soi.
Maar belangrijker is dat Montengero nu haast ontdaan is van elke politieke
macht in de Jugoslavische federatie, hetgeen wel eens het begin van een
nieuw conflict op de Balkan zou kunnen zijn. Met de Jugoslavische
verkiezingen in aantocht zou Milosevich wel eens opnieuw de nationalistische
kaart kunnen gaan spelen.

"An important effect of the changes is to erase the Montenegrins’ notional
equality with Serbia in the Yugoslav parliament’s upper house, which has
significant veto powers. Both the new Yugoslav head of state, previously
chosen by parliament, and the upper house will now be directly elected.
Montenegro, which has 600,000-odd people compared with Serbia’s 8m
(excluding Kosovo), was previously over-represented to reflect its status as
a republic. Henceforth it will have no more political weight than its share
of Yugoslavia’s population—about 7%.

in Vojvodina, a northern province of Serbia that is home to many ethnic
Hungarians, the reaction has been ominous. A group of opposition leaders
predict that Montenegrin independence is “only a matter of time” and say
their own province, which enjoyed autonomy before Mr Milosevic suppressed
it, should break free too. A battle over Vojvodina could even draw in
Hungary, which now belongs to NATO."

Interessante spanning aangezien de lokale Kosovaarse verkiezingen
tegelijkertijd zullen plaatsvinden met de Joegoslavische verkiezingen.
