This is scientific double speak for a total disaster raging completely out 
of control. It means that all, underline ALL, available systems to contain 
the disaster have been eliminated.

Here is another laugh for today:

``Whatever the level, many experts warn that it's too early, and there's too 
little information, to determine what it means for the people who live in 
the region near the Daiichi plant.''
