Effective September 24, 2001, President Bush issued an Executive Order
freezing the assets of 27 individuals and organizations that support
terrorism. The Federal Bureau of Investigation has also published a
list of people who are under investigation in connection with the
World Trade Center and Pentagon attacks on September 11, 2001.

The Massachusetts Securities Division (the “Division”), a division
within the Office of the Secretary of the Commonwealth, is asking all
state registered investment advisers for their help. Please review
your books and records for evidence of any relationship (for example,
an account), or transaction (such as the purchase or sale of
securities or a wire transfer) with or involving any of the
individuals and/or organizations named in the Executive Order or the
FBI’s list. Please see the attached list. If you discover any such
relationship or transaction, the Division requests that you
immediately notify the Securities and Exchange Commission (the “SEC”).
