vielen me op vanwege het historische perspectief op de huidige
Amerikaanse strategie.

Aan het eind van het artikel over Japan na WW2 trof me:

"The other aspect that is so terrifying to contemplate is that virtually
every step of the way, the Japanese leaders who concluded that military
solutions had become unavoidable were very smart and very proud of their
technical expertise, their special knowledge, their unsentimental
“realism” in a threatening world. Many of these planners were, in our
own phrase, “the best and the brightest.” We have detailed records of
their deliberations and planning papers, and most are couched in highly
rational terms. Each new escalation, each new extension of the empire,
was deemed essential to the national interest. And even in retrospect,
it is difficult to say at what point this so-called realism crossed the
border into madness. But it was, in the end, madness."


Waarom hoor ik zo weinig over de mogelijkheden om, in internationaal
verband, instrumenten tot stand te brengen voor wapenbeheersing en tegen
niet-legitieme regimes?

Praktische onuitvoerbaarheid op dit moment mag toch geen argument zijn
om e.e.a. niet nu al theoretisch te construeren? Er zal wel een
rampzalige aanleiding voor nodig zijn, maar er komt een tijd dat zulke
plannen *wel* dankbaar aangegrepen zullen worden om orde te scheppen in
een desastreuze chaos. Maar dan moet er wel een solide, theoretische
basis liggen, onderwerp van uitgebreide gedachtenvorming, discussie,
studie en waar mogelijk toetsing aan de praktijk.
