Ryan, a conservative Republican and death penalty supporter, ordered a moratorium on all executions in the state in January, 2000,
after Northwestern University journalism students uncovered evidence that helped clear Anthony Porter -- a death row inmate who came
within two days of being executed for a double murder. Another man has since confessed to the crime.

Since the death penalty was reinstated in 1977, 13 people who were sentenced to die have had their convictions overturned and were
set free. Illinois has executed 12 people during that period.

De betreffende professor (Center on Wrongful Convictions at Northwestern University in Chicago ) laat zijn studenten rechtszaken
napluizen, met schokkende gevolgen (en onvergetelijke leermomenten voor zijn studenten).
Hier blijkt dus overduidelijk uit dat overheidsbeleid op een onafhankelijke manier kritisch gevolgd moet worden

In a letter to Ryan released today, Moses Harrison, former chief justice of the Illinois Supreme Court, and 20 other judges suggested
clemency for scores of inmates. They stopped short of asking the governor to make a blanket commutation.

Individually, however, some judges said the system is so riddled with problems that the governor ought to grant blanket clemency.

The judges listed problems with the system that were also raised by defense attorneys during recent clemency hearings before the
Illinois Prisoner Review Board. The problems included coerced confessions; testimony from jailhouse informants and accomplices in
exchange for such incentives as lenient sentences; inadequate defense attorneys; and mental retardation.

CHICAGO - Fearing that Gov. George Ryan will commute the death sentences of 160 convicted killers, the Illinois Attorney General has
filed lawsuits challenging upcoming mass clemency hearings for the condemned prisoners.
Under Ryan’s plan, the death row inmates applying for clemency would get 15 minutes to plead for their lives before the Prisoner
Review Board at November hearings. After four days of hearings, the board would make clemency recommendations to Ryan.
But Ryan, who imposed a moratorium on executions two years ago, says this might be too much for him to handle. So, he says he just
might decide to commute everyone's death sentence and have an end to it all.
Well, that got Attorney General Jim Ryan's attention. He filed lawsuits Wednesday, claiming it is "arbitrary and capricious" to set 15
minutes in every case regardless of the facts. Families of murder victims appeared with him at a press conference and did not look
pleased with the governer thinking about giving everyone a free pass off death row.

Hoop het, maar ben niet zo optimistisch. Amerikanen zijn wat dat betreft rare mensen, die behoorlijk veel 'achter hun leiders aanlopen'
