Ami Ayalon, was head of Shin Bet, Israel's internal security  service
from February 1996 to May 2000, recently spoke about  the  peace
negotiations and Israel's offer in an interview in the December 23, 2001
edition of Le Monde (Paris) Ayalon said: "In Israel,  no  one is  in
touch  with  reality.  This is a consequence of a misperception of the
peace process. 'We have  been  generous  and they refused!' is
ridiculous, and everything that follows from this misperception is
skewed." 
Palestinian positions are and have been very clear and are based on

In an interview on Israel's Channel One's "Yoman" program, February 1,
2002, Ami Ayalon said: 
"Shooting an unarmed youth is totally illegal. I am very disturbed by
the number of children who were killed over the last year and a half.
Was each one of these incidents a case where there was no choice and we
had to shoot  to kill? This is a question that should disturb all of
us." 
In an interview with Ha'aretz reporter Amira Hass, a one Israeli sniper
described the commands he receives from his superiors: "Twelve and up,
you're allowed to shoot. That's what they tell us," he said. "So,"
responded the reporter "according to the IDF, [the appropriate minimum
age group at which to shoot] is 12?" The soldier replied, "According to
what the IDF says to its soldiers. I don't know if this is what the IDF
says to the media." 
Yediot Aharonot (Hebrew Edition, 11/17/00) quoted Tal Etlinger, a
"border guard" trained to quell demonstrations as stating that riots at
Um Al Fahm (where scores of unarmed Palestinian citizens of Israel were
shot and many killed by snipers) were much less violent than Jewish
riots (such as in Tiberias) which  were "much worse..but we handle
Jewish riots differently..[t]o a demonstration like this we know in
advance to come without weapons.. [t]hese are the orders from above, and
we use only gas." 
But even if Palestinian children are being "sent" by parents or others
adults to attend demonstrations and perhaps be injured or killed (which
is demonstrable not true and is a racist charge), why shoot them? 
In an open letter addressed to leaders of U.S., E.U., Israel, P.A., and
UN Secretary-General Kofi Annan (June 6, 2001), Amnesty International
and Human Rights Watch called for the dispatch of international human
rights monitors (even while Israel objected) because of treh continuing
killing of civilians.  They stated in this unprecedented joint and
rather measured statement: 
"The clashes between Israelis and Palestinians since October 2000 have
been marked by systematic violations of international human rights and
humanitarian law. Civilians have been the main victims of the violence,
and an immediate priority must be to bring such violations to an end. At
least 470 Palestinians have been killed, most of them unlawfully by
Israeli security forces when their lives and the lives of others were
not in danger. More than 120 Israelis have been killed, most of them
civilians deliberately targeted by armed groups and individuals. The
death toll includes more than 130 children."

D) On terrorism and Violence 
Terrorism against America, while directly linked to US policy, is a
relatively new phenomenon. Neither North America nor the Middle East
topped places of most individual terrorist acts.  According to the
right-wing leaning Heritage Foundation in DC: Asia suffered the most
deaths as a result of terrorist attacks; a total of 9,713 perished there
from 1995 to 2000. Africa follows with 5,762 deaths for the 6-year
period. The Middle East comes next with 2,190, and Western Europe
with1,212. North America had the least number of dead, with only seven
during that period.  Asia has the highest number of deaths in a single
year for any region, with 5,639 dead in 1995.  Tying the issues of
terrorism to the Middle East as is frequently done in the American media
is unfair. But let us address terrorism in the Middle East in the
context of international politics. 
Terror, as a policy was first adopted in the modern Middle East by
Jewish underground forces with many "pioneering" techniques. Economic
sabotage was first introduced by the Zionists. In 1939 the Haganah blew
up the Iraqi oil pipeline near Haifa. Moshe Dayan was one of the
participant in this act. The technique was used again in 1947 at least 4
times. The first car-bomb was an invention of Zionists, as was the
assassination of United Nations personnel. On July 22,1946, a Zionist
truck-bomb blew up the King David hotel in Jerusalem (housing also the
British civil administration) killing 88 and injuring close to 200
(Jews, Christian, and Muslim). While Irgun claimed responsibility, later
evidence also showed involvement of the Hagannah.  The first letter
bombs were   The first letter bombs used by groups operating from the
Middle East were made by Zionists and sent to British Cabinet Ministers
in June 1947. On September 3, 1947 a postal bomb addressed to the
British War Office exploded in the post office sorting room in London,
injuring 2 persons. It was attributed to Irgun or Stern Gangs (The
Sunday Times, Sept. 24, 1972, p.8). 
The first airplane hijacking was committed by Israel. On 12 December
1954 Israel hijacked a civilian Syrian airliner shortly after take-off.
Political assssinations were first introduced in the Middle East by
Zionists (ironically against the British not the Palestinians).  On Nov.
6 1944 Zionist belonging to Stern assassinated the British Minister
Resident in the Middle East, Lord Moyne, in Cairo. 
The first attack on a ship by terrorists was on Nov.25, 1940 when the
S.S. Patria carrying illegal Jewish immigrants was attacked with
explosives by in Haifa Harbor (attack was to embarrass the British and
for rivalry among Jewish groups). 268 Jewish immigrants drowned.  In
February 1942 near the shores of Turkey, Zionist gangs blew up a ship
(Stroma) carrying 770 illegal Jewish emigrants, (all drowned). This was
later attributed to rivalry between factions in the Zionist underground.

On December 11, 1947, Zionist terrorists threw bombs at Arab buses in
Haifa.  Six Palestinians were killed and 30 wounded. On January 5, 1948,
the Hagganah forces plant bombs in the Palestinian-owned Semiramis Hotel
in Jerusalem, killing 20, among them Viscount de Tapia, the Spanish
consul. Between Dec. 13, 1947 to February 10, 1948 seven incidents of
bomb-tossing at innocent Palestinian civilian in cafes and markets were
reported.  This resulted in the killing of 138 and wounding 271 others.
In 1947-1948, Zionist underground forces mined passenger trains on at
least 4 occasions killing 93 and wounding 161 others. On March 3, 1948,
Stern members drive a truck loaded with 400 lb of explosives into the
Palestinian-owned building called Salam (peace) in Haifa.  The seven
story building sustains considerable damage killing 14 civilians
(including three Armenians; 23 injured).  In 1973, Israel shot down s
Libyan civil aircraft which strayed over Sinai in a sand storm killing
all its 106 civilian passengers 
Both former Prime ministers Menachem Begin and Yitzhak Shamir, as well
as current Likud-leader Ariel Sharon, were terrorist commanders
responsible for numerous atrocities, including acts against Jews. The
archives of Haganah contain the names of forty Jews who were killed by
Begin's and Shamir's groups (Nahum Barnea and Danny Rubenstein, Davar,
19 March 1982).The Zionist record of terror is long and bloody before
the creation of Israel. In the single month of July 1938, the Irgun
killed 76 Palestinian civilians in terrorist attacks (Simha Flapan,
Zionism and the Palestinians, St. Martin's Press, 1977, ch. 2). 
Before the Arab countries engaged in the Palestine/Israel conflict,
Zionsit forces have already committed several of their massacres
including the infamous one at Deir Yassin in April 9, 1948. On 30
December 1947 the Palmach, the strike forces of Haganah, attacked and
massacred 60 Palestinian villagers of Balad as-Shaikh.  More than half
of the 531 Palestinian villages and towns were depopulated by Israeli
military actions before Israel was established in May 15, 1948 and thus
before the beginning of the first major Arab Israeli war (according to
Israeli historians).
