The bill on suspension of governors passed in the final reading by a vote of
399 to 9. It would allow the president to fire a governor who faces criminal
charges or refuses to bring his region's laws in line with federal law.
Regional parliaments that refuse to do their part to bring legislation up to
code also would face dissolution.

A bigger struggle may lie ahead with the law on local government, which
provides a mechanism for mayors and local administration heads to be
dismissed. The Duma passed that bill in the second reading by a vote of 243
to 125, but gave power over the mayors only to the president, and not the
governors.

On Thursday, President Vladimir Putin met separately with Nikolai
Kharitonov, the leader of the Duma's Agro-Industrial group, and Duma Speaker
Gennady Seleznyov. The legislators reported that Putin expressed a
willingness to compromise by incorporating some of the governors' suggested
amendments to the bill.

Ik houd wel van een beetje schoonmaak. De vraag is alleen of Putin dit voor
persoonlijke gunst doet of voor daadwerkelijk een rationalisering van het
bestuur.
