JOB ANNOUNCEMENT
Resident Director in Guinea
Political Party Strengthening Program

The National Democratic Institute for International Affairs (NDI) is a
non-profit, non-partisan political development organization working in
emerging democracies around the world. Calling on a global network of
volunteers, NDI provides practical assistance to build political and
civic
organizations, safeguard elections, and promote citizen participation,
openness and accountability in government. The Institute has been
involved
in Guinea since 1998, with programs focusing on election assistance and
political party building.

Program Description

NDI is preparing a 10-12 month program to increase the capacity of
Guinean
political parties and their contribution to the country's
democratisation
process. NDI's program will seek to promote inter-party dialogue and
assist
political parties to become more responsive to Guinean citizens.

Job Description

NDI is seeking a Resident Director to implement its political party
strengthening program in Guinea. The Resident Director will have
day-to-day
responsibility for the management and implementation of all activities
relating to this project. The Resident Director will be assisted by
another
full-time expatriate staff member who will manage program finances and
provide overall programmatic assistance to the Director. Primary
responsibilities include:

. provide ongoing technical assistance and training to political
parties;
. consult with parties on an individual basis to identify parties' needs
and design specific program activities accordingly;
. organize workshops and follow-on activities on improving inter-party
relations and party effectiveness;
. serve as primary liaison with USAID and other international
organizations, the Guinean government, political parties and other
Guinean
partners;
. manage local staff and expatriate field representative;
. oversee financial management of the program; and
. submit written reports to NDI's Washington office on the progress of
program implementation.

Job Requirements

The ideal candidate will have:

. five to ten years experience working with political parties at the
national and local level;
. management and project development experience;
. proven ability to communicate skills and techniques to others as a
trainer, advisor or consultant;
. French fluency;
. work experience in a developing country, preferably in Africa;
. demonstrated ability in report writing and financial management; and
. an ability to live and work in a challenging political, economic and
social environment.

Comments: This is a full-time position based in Conakry, Guinea, West
Africa. Salary is commensurate with experience. A housing allowance and
other benefits will be provided.
