het verknippen had de bedoeling om de connotatie van bepaald woordgebruik
duidelijk te maken. Niet om uw mening samen te vatten. Het gebruik van zulke
typische woorden is suggestief door de connotatie ervan.
Overigens, niemand is tevreden te stellen. Er heeft ook een hevige discussie
gewoedt om niet een hele uiteenzetting te versturen maar slechts de
relevante stukken om Kb's te beperken. Ach...

Heer de Knikker,

Als ik een samenvatting wil van de informatie die ik verstuur, verstuur ik
dat liever zelf.

Het grotendeels verwijderen van de woorden uit mijn reaktie en dat
vervolgens als mijn mening te versturen vind ik volstrekt ongepast. U kunt
als iedereen reageren met argumenten of kiezen niet te reageren als u het
een nutteloze discussie vindt. Als u vindt dat de informatie incorrect is
kunt u deze weerleggen of zeggen dat u het anders ziet en hoe u het ziet.

OSCE Chairman-in-Office Comments on the Report by Head of EU Forensic Expert
Team on the Racak Atrocity

Oslo, 17 March 1999 -- The OSCE Chairman-in-Office, Foreign Minister Knut
Vollebaek of Norway, notes the publication of the report of the EU Forensic
Expert Team on the Racak killings, and expresses his appreciation for the
highly professional approach of the team.
The Chairman-in-Office recalls that the EU Forensic Expert Team was only
able to begin its investigations approximately one week after the event. As
the Head of the Forensic Team, Dr. Helena Ranta points out in her report,
this time delay placed certain limitations on the investigations. Despite
these limitations, Dr. Ranta has concluded that at least 40 unarmed
civilians were killed at approximately the same time in Racak, on or around
15 January 1999.
Dr. Ranta has also concluded there is no indication of post-mortem tampering
with bodies or fabrication of evidence. Furthermore, testing for gunshot
residues on the victims has been negative. Minister Vollebaek notes Dr.
Ranta's conclusion that there was no indication of the victims being other
than unarmed civilians.
On this basis the Chairman-in-Office of the OSCE reiterates his statement of
16 January, in which he condemned the Racak atrocity against innocent
civilians.
Foreign Minister Vollebaek calls for a thorough criminal investigation of
this atrocity and prosecution of those responsible.

Ogata says situation deteriorating in Kosovo, urges action to avert
disasterUnited Nations High Commissioner for Refugees Sadako Ogata today
expressed her grave concern about the rising level of violence against the
civilian population in Kosovo, and the resulting forced displacement. "The
humanitarian situation on the ground is deteriorating rapidly despite the
on-going diplomatic efforts. Civilians are again forced to spend bitter
nights in the open,"

Mrs. Ogata said during her visit in Washington D.C. "I fear that the scale
of violence and displacement would only increase unless there is a
breakthrough in reaching a political settlement." Armed clashes continued
throughout Kosovo in the past two weeks, causing thousands of people to flee
their homes. On Wednesday, a UNHCR team saw hundreds of newly-displaced
villagers who fled a military action by the security forces in the Kotlina
area, 50 kilometers south of Pristina. More were trapped in the woods unable
to reach safety. In the nearby hamlet of Drosec, only a few looted houses
remained structurally intact, others were burned to the ground and
smouldering. "The shelling and intimidation by the security forces and the
Yugoslav Army are not only causing Albanian villagers to flee, but are
fueling a cycle of violence and fear," Ogata said. "I am also very concerned
about the plight of the Serb civilians who fear the actions of the Kosovo
Liberation Army." Mrs. Ogata said she had written to President Slobodan
Milosevic again, recalling his earlier commitment to ensure that the securit
y forces refrain from repressive action against the civilian population.

UNHCR-led convoys go out daily to deliver aid to affected communities
throughout Kosovo, but the sporadic fighting and the constant flight of
civilians pose a challenge to relief activities. "We desperately need a
political solution to put an end to this humanitarian crisis and avert
disaster," Ogata added.

More than 60,000 people have been displaced since late December, including
almost 30,000 people since the peace talks held last month in Rambouillet,
France. Some have managed to return, but more than 230,000 people remain
displaced within Kosovo. In all, the year-long conflict has driven 400,000
people out of their homes. Many have had to flee more than once
